All vintage pattern sizes are in inches.
Use this online converter if you want centimetres:

Babies

As a general rule, sizes for newborns are 16 -18 inch underarm.
20 inch underarm is approximately a 6 month size.
22 inch underarm is approximately a 12 month size.

Women

From looking at 1940s knitting books, it might seem that all women had a 34 inch bust in those days. There are usually only instructions for one size given, with the advice to use one size larger  needles to obtain one size larger garment, and one size smaller needles to obtain one size smaller garment.

Larger women's patterns, what we would call plus sizes today, were published in volumes of patterns "For the Fuller Figure" or "For the matron".
